The Kansspelautoriteit gaming authority has adapted the Act on the Prevention of Money Laundering and Terrorist Financing (WWFT) to include all casino games in the country.
The WWFT guidelines have been clarified in areas such as identification and verification, as well as crediting and debiting gaming accounts.
The Remote Gaming Act (Koa) will come into effect on 1 April 2021, and these changes have been made in preparation.
One important change is the addition of guidelines regarding the risk of manipulation of sports matches, specifically match fixing.
Transactions that are identified as money laundering or are worth more than €15,000 must be reported to the Financial Intelligence Unit (FIU).
Transactions that arouse suspicion of match fixing must also be reported, as they are often linked to money laundering.
Operators must report these unusual transactions within 14 days of becoming aware of them.
The guidelines also cover rules concerning reporting, confidentiality, and anonymity.
The Kansspelautoriteit will provide gambling operators with tools to help them meet their obligations and assist in the application process for a Koa permit.
The launch of the Koa, initially scheduled for 1 July 2020, has been delayed multiple times due to the Covid-19 pandemic.
It is now set to take effect on 1 April 2021, with the market opening on 1 October of the same year.
