Ukraine’s Implementation of Socially Responsible Gambling Regulations

The country’s regulator, the Commission for the Regulation of Gambling and Lotteries (KRAIL), has published new rules in June to promote social responsibility in the gambling industry. These rules include restrictions on bonuses for existing players. Operators are now prohibited from providing bonuses or incentives that are directly or indirectly linked to a player’s losses in a certain game. This means that operators cannot offer bonuses to players who have lost money or make bonuses contingent on losses. Additionally, all players must have the option to self-exclude and set deposit limits. They must also be able to track their gambling time. Operators are required to train their staff to recognize and address problem gambling. The Ministry of Justice approved these rules in an 11 August decision. Responsible gambling is a fundamental principle of organizing and conducting gambling activities, aimed at preventing and minimizing the negative consequences of individuals’ participation in gambling. By following these principles, operators can enhance their reputation among players. These rules are a result of the re-legalization of various forms of gambling in Ukraine, initiated by the country’s Gambling Act. However, KRAIL has faced controversy recently, with the detention of a former chairman of the regulator who allegedly received bribes for granting gaming permits and licenses.
