In its annual report, Lotteritilsynet examined Norsk Tipping’s compliance as a monopoly and expressed satisfaction with the operator’s performance.
The report highlighted an increase in the number of players on Norsk Tipping’s sites and a rise in turnover, including a 12% increase in non-lottery game turnover that directly competes with unlicensed sites.
Estimates suggested a decline in the number of players on unlicensed sites, indicating successful channelization efforts. Lotteritilsynet attributed this success to both Norsk Tipping’s offerings and regulatory actions by Norwegian authorities to limit illegal gambling.
Regarding responsible gambling, Lotteritilsynet acknowledged Norsk Tipping’s effective measures in preventing and addressing gambling problems. The operator swiftly implemented lower loss limits for high-risk games, reducing the monthly limit to NOK5,000. However, Lotteritilsynet emphasized the need for further tightening of rules, such as the introduction of a mandatory break for players after one hour of play.
The regulator also urged Norsk Tipping to document and explain the number of games offered under its Kongkasino brand. Additionally, collaboration with Norsk Rikstoto, the horse racing monopoly, was recommended to provide relevant information on warning signs and health risks associated with excessive gambling.
In order to prevent dangerous play, Lotteritilsynet advised Norsk Tipping to reduce the size of jackpot winnings in Kongkasino.
