The Ministry of the Interior has stated that the purpose of the reforms is to reduce the negative effects of gambling.
The new bill aims to implement payment blocking for non-Veikkaus operators who advertise to the Finnish market.
The police will maintain a block list of gambling companies that banks and payment service providers should block payment transactions from.
Mandatory identification, already in place for Veikkaus slots, will also be extended to all forms of gambling by 2024.
With the revised Lottery Act, marketing regulations will change to ban the advertising of harmful gambling games like slot machines.
Operators will be required to include information about age limits, the possibility of applying for a gambling ban, and gambling problem assistance services in their marketing communications.
Penalty fees may be imposed by the Police Board for any violations of marketing rules.
However, in certain cases, marketing opportunities may increase.
The new Lottery Act will allow for the marketing of currently prohibited betting games, such as toto games, to guide players to the regulated market.
Veikkaus will need to consider the placement of gaming machines in easily monitored areas within its venues.
Veikkaus and machine suppliers will also be required to create a self-monitoring plan to ensure the implementation of control and harm prevention measures.
Veikkaus will establish a subsidiary company for B2B activities.
